Why can’t i delete a childs disconnected account
My child’s phone line and all around account is no longer in use
why can’ti just delete her from my family sharing?

A child's Apple ID cannot be deleted, this is expected behavior. If necessary their Apple ID can be transferred to another family: Leave Family Sharing - Apple Support
The family organizer can remove anyone age 13 or older* from the family group. If you need to, you can transfer a child to another family.
