Do not disturb is broken

IOS 16.3.1

Phone in the default do not disturb mode with no allowed contacts or apps. 

Any call from contacts or unknown numbers makes phone vibrate.

This shouldn’t be the case. It also used to not be this way before all the other privacy modes were added.

When will an update come out to fix the broken do not disturb mode? This is very disturbing especially at night when spam calls come in and wake me up. Do not disturb should prevent this nonsense and allow my phone to stay on to update, back up, and serve as an alarm clock.
