The Facebook app on iPhone now requires iOS 13.4 or later. That is how the Facebook developers chose to make the current app version. Old versions are not available for download, and old version as installed earlier may get phased out by Facebook (no access anymore).

If your device cannot be updated to a later version system software, then your device may be too old for the app. Try using the web interface, or get a newer model device.

iOS 13.x requires iPhone 6s or later. Earlier models cannot get this version.
