Seems anyone can access the Apple Music app, whether subscribed or not.
If you have no access try restarting your iPhone (deletes temporary files, and often restores order if something is not up-to-date, or not working right)

With or without a subscription:

If you have subscribed ok, you get your own library & can add the music you want:
Eg: you can start listening to millions of songs from the Apple Music catalog.

Seems for some purchases, Apple requires a credit / debit card is listed in the account, even if an Apple Account balance is used for the purchase. Maybe this is the reason you get the decline message.
