Seems anyone can access the Apple Music app, whether subscribed or not.

If you have no access try restarting your iPhone (deletes temporary files, and often restores order if something is not up-to-date, or not working right)

If you have subscribed ok, you get your own library & can add the music you want:

Eg: you can start listening to millions of songs from the Apple Music catalog.

If you want: You can change your subscription plan or cancel your subscription.

1. Tap Listen Now, then tap  or your profile picture.
2. Tap Manage Subscription, then follow the onscreen instructions.

Request a refund for apps or content that you bought from Apple - Apple Support

NB: If you request a refund, you need to wait for Apple to approve it. If you receive a message from Apple.that your refund has been approved, it will be refunded to the same payment method that was used,

Re: The payment method on apple music keep on declining while the money on the account has been deducted

Seems for some purchases, Apple requires a credit / debit card is listed in the account, even if an Apple Account balance is used for the purchase. Maybe this is the reason you get the decline message.
