Did the Inverted and Inverted Grayscale filters for Photos go away?

I'm trying to invert photos of black and white negatives. Advice online suggests taking a photo and using an inverted filter, with lots detail on the steps. Unfortunately, both Inverted and Inverted Grayscale filters are not available as options when I try to use Edit to flip the pictures from being negatives, both on my fully updated MacBook Pro and on my iPhone 13 Pro.

Strangely, these filter options are available when using my iPhone's Magnifier to take photos of the negatives, but only on the screen. When I send the Magnifier pictures (which are very high quality) to my Photos library they show up as negatives (but there're no Inverted filters to reverse them back). Ugh!
