It will be replaced for free ONLY if it degraded to the point of needing to be replaced in the first 12 months of ownership. If you have owned your iPhone longer than 12 months, a battery replacement won't be free and will cost $89 at your Apple Store or Apple Authorized Service Provider.

I will add that if you purchased AppleCare+ when you bought the phone, and have renewed it when it expired, a battery replacement will still be free.
If the battery has failed in the first year of use, Apple will likely replace the battery at no charge.
Otherwise, it will be $89 U.S. at the Apple Store or an authorized Apple Service shop.
