Seems you may need a credit /debit card listed in your Apple ID account as a payment method for the transaction.

Check your payment method is one that Apple can accept in your country or region.

Seems gift cards need to be redeemed in the same country in which thay are purchased.

Your recipient can redeem an Apple Gift Card or App Store & iTunes gift card to their Apple Account balance.

Then they can use that balance to buy subscriptions like Apple Music, Apple Arcade or Apple TV+.

Or they can buy apps, films, books and more from Apple.
