My brother can’t accept Family Sharing Invitation!!!

I’m trying to invite my brother for my icloud family plan, but it seems impossible.

He just got a new iPhone, he is not part of any family sharing (He can’t even setup this as he is a minor)

Tried already to invite him through iMessage or by a direct invitation (asking him to type his Apple Id credentials)

But it never works. It’s always saying he is part of another family but he is not!!!

Also both phones are updated to the last iOS version.

Refer to this document for ways to contact Apple ➞ Choose your country or region - Official Apple Support

Select your country (also look for "other" regions), then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.
