I have an older MacBook Pro (2010). After I erased and formatted the new SSD, I am trying to log in to my Apple account using my app ID. I put in the correct password but the computer says that is the wrong ID. I then try again and request a new ID, using the “forgot password” link. I then get a message that I can’ get to the server to allow my iPhone to get logged in. I finally got to the terms and condition screen and the”Agree” button is grayed out. I read the terms but still the ”Agree” button is grayed out.

¿At what point did you install a new copy of macOS, what version, and what method did you use to install that new copy of macOS?

what steps did you take to set it up? did you create a new User-id or import an existing one using Migration assistant/setup assistant?

When you standard Mac User-id login fails, the method of supply the Apple-ID that you perviously used to log in to your iCloud account is only available AFTER you have set up a Mac User-id, or imported your previous user files using Migration Assistant.
