That’s not true. Apple keeps a series of historic incremental iOS device backups. WhatsApp writes direct to iCloud and overwrites each time. This is why people are losing their backups because if you restore to a device with a different SIM or no SIM it starts a new backup immediately. Messages are not stored with the device nightly backup.

Backups are to recover in the event of a catastrophe. Backups are not archives of old information.

Apple’s iCloud backups are overwritten. If WhatsApp keeps independent backups in the cloud, I have no knowledge about them and perhaps they are versioned. Obviously I assumed the initial poster was referring to Apple’s iOS/iPadOS backups to iCloud.
