How do I sync my iPhone iTunes library with iTunes software on my windows laptop?

I bought a new laptop and installed iTunes on it but didn't back up the iTunes library on my iPhone so now my iPhone won't sync with my laptop iTunes library without deleting the phones iTunes library.

Correct. Music syncs from the computer to the phone. You should move your library from the old laptop to the new to continue syncing.
