Can I use a 2015 27 inch iMac with the new mac mini?
I have an iMac late 2015 27 inch that I would like to use as a display for with a new mac mini. Is this possible?

Target Display Mode went away when the first 27-inch Retina 5K iMac came out. Your iMac doesn't support it.
If you want to reuse that iMac as a second display for the Mac Mini, you could look into something like the USB-C version of Luna Display; or into Duet Display. These don't give you a real hardware display connection and might have limitations. E.g., even if you use the USB-C version of Luna Display and a separate Thunderbolt connection, your refresh rate at 5K resolution would be limited to 30 – 45 Hz.
You might be looking at something like $80 in Thunderbolt adapters and cables, plus the cost of the workaround (one-time purchase for Luna Display; "subscription" for Duet Display). You would still need a real monitor to set up things, and to fall back on if anything went wrong.
Or you could just go with a real monitor (or two).
