How to access a Family share invitation on non-apple devices
I want to share my Apple TV subscription with my brother, who does not have an Apple device.

You have to accept the invitation from a suitable Apple device. I created additional user accounts on my Mac for members of my family and accepted their invitations on that. To that he'd need to be there, or you'd need to be able to sign into his Apple ID.
