How do I synchronize between my contacts in iCloud and my iphone?

I have contacts that are in iCloud, but I am not able to find them on my iphone

Log in to the same iCloud account on your phone, then go to Settings/[your name]/iCloud/Show All and turn on the switch for Contacts.
