Unavailable for sharing with Apple Card

When my wife tries to add me to her Apple Card it says "Unavailable for sharing". She's currently the Organizer in our Family Sharing. I've troubleshooted it with the following which have not helped:

-Both regions are set to the U.S.

-Both ages verified to be above 18

-We're on the latest iOS software of iOS 16.6

-We have apple cash setup on both phones

-Signed out of Apple ID, force reset, then signed back in

-Completely rebooted her phone and reinstalled iOS

-Removed then re-added the apple card

-Removed then re-added me as a family member

-Enabled purchase sharing on both ends


In talking with technical support on both the apple and goldman sachs, side I've found no solutions. Any ideas? Thank you for any help or time that anyone can provide.
