Afaik WhatsApp is free to download & use so shouldn’t be charging you unless there’s in-app purchases. However Apple may wish to confirm the card is still valid as an active card is required on the account even when an app is free.
Have you checked to see if the CCV code on the back of the card has been entered?
Check the card’s expiry date.
Check with the card issuer to confirm the card is still active & hasn’t been blocked for some reason. They’ll block a card if there’s unusual activity on the card - say several small charges in a short period of time.

I have uninstalled WhatsApp. Signed out from iCloud and signed in back.
The master card number is correct but keeps failing
Because there’s not enough balance on the account, it keeps giving messages above.
