Music is not directly stored by the Music app in iCloud. If using Apple Music subscription and the iCloud Music library, matched tracks do not take up space in your iCloud account.
iPad Storage and iCloud storage are 2 different and separate things.
If you iPad Storage is full, erasing things from iCloud will not release any space on your iPad.
Offloading an app, does not delete its data or documents. You will need to re-download the music app, and delete the music inside it manually to clear space.
