iCloud photos won't download to Mac.

I'm downloading my icloud photo library to my mac to be able to free up icloud storage. After about 11k photos it stops downloading and at the bottom of my photos library I get the message "Download paused for 10k originals" then underneath it is says "Not enough iCloud Storage".

I have more than enough space on my Mac. Why won't the download continue? I shouldn't need to upgrade my icloud storage to simply download All of my existing icloud photos to my mac... Is there any way to force it to continue?

Thanks much for your help.

Download All of iCloud:

If you wanted to, you could download all of iCloud, and then trash what is in there. When trashed, it would be empty, and you will start it anew. Perform my User Tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip. All would be saved, and would then be removed —photos and all. You would then use Finder to browse all of iCloud.
