You will never be able to use this phone. Your only option is to get your money back. The iPhone is most likely stolen and is one of the many things to be wary about when purchasing a used device.

Your only options are to attempt refund, recycle it, or turn over to the police in case the owner filed a theft report so they can get their device back.

Hello ~ Unfortunately there is nothing you can do to bypass the activation lock. Unless the person that sold it to you is the original owner (unlikely) and they can remove the lock it will remain locked and unusable. We cannot help and neither will Apple. Without that information, it will be forever useless. If you can, return it for a refund.

NEVER buy a used phone unless it powers up to the "hello" screen. Even then, you know nothing about the condition of the phone's battery health.
