Your MacBook Pro can be updated to run macOS 11.7.9 "Big Sur". To learn how to do that please read Update macOS on Mac - Apple Support, scroll down to If you want to download an older compatible version of macOS, and follow the instructions under Use the App Store.

First please determine which model MacBook you have: Identify your MacBook model - Apple Support.

There is no 2013 model year, so resolving that apparent discrepancy is a prerequisite. A 2010 model (for example) can be upgrade to High Sierra, which is likely to help with the problems you are experiencing.

I want all my app to load without connection

You’ll need to provide a little more details on your requirements and your network situation and your request and your iPhone or iPad or Mac hardware and software, and which apps, as most apps require a connection to a server to perform their tasks. Terse questions lacking context can be surprisingly difficult to answer, unfortunately.
