If Snapchat has banned your device, neither Apple or anyone here can help you. Only Snapchat can lift the ban.
This has occurred on my old iPhone, and the reason is Snapchat is outdated is the most common issue
P. S. - The reason they ban devices is precisely so that people cannot do what you tried to do. That is, creating new accounts to get around account suspensions and bans.
