You can make purchases online using Apple Pay on your Mac and iPad. You can also access monthly statement and pay your monthly statements.
Apple does not make Wallet app for Android or Windows. They never have and probably never will. But you can’t put Google Pay/Wallet on an iPhone either.
If you want to order a titanium Apple Card, you can do so using an iPhone. You obviously have an Apple ID, so figure out (Google is your friend) how to borrow and iPhone and with your Apple ID, request an Apple Card.

You can pay for Apple services on a credit card and the statement may show a bill for Apple on it, but it is not Apple Pay. For you to use tap to pay, it would be through Samsung Pay. As you can see in the following support article to set up Apple Pay, you need a compatible device with the latest version of iOS or iPadOS, watchOS, or macOS. None of those are available on a Samsung phone.
Having a Mac does allow you to set up Apple Pay as shown in the above support article, but it cannot be used on a Samsung Phone. Requesting a physical Apple Titanium card can only be done on an iPhone/iPad, you cannot do that on a Mac.
You may have applied for a card and used it on a previous device or to purchase items from the Apple Store. But, that's an Apple Card statement. You can only use the Apple Card from an Apple device and can only request a physical card from an iPhone; it's a requirement of having the card.
Without an iPhone you do not have Apple Pay. Apple Pay is the mechanism that enables contactless payments through the wallet. If you applied for an Apple Card, you instead have a line of credit at the Apple Store. You are not eligible for Apple Cash.
There is no such thing as an Apple Pay account statement. You have a credit card. You are ineligible for the Apple Card without a required Apple device.

But I do have Apple Pay on a credit card thru a bank. When I use I see charges on my Apple Pay account statement. But I rather have the Apple Pay card itself thru MC.
And I use Apple Pay when I shop online. user advertises that I can pay with Apple Pay.
I do sign in for Apple Pay statement.
I have both the macOS and iPadOS. So why do I also get emails from Apple Pay as I sent you a picture of me email. I also pay thru that account when I charge online.
I don't use my Samsung phone to pay anything. My credit card has the Apple Pay symbol - I can use when the person at a fair uses the Apple Pay device

But, you cannot use it outside of the iMac and sites that accept Apple Pay nor request a physical card.
Not really- maybe I will go and buy IPHONE. But you are not correct on the BOA credit card as it is tied to my Apple Pay account and have used it at many purchase places by swiping the symbol. Then I get a bill to pay online from Apple Pay.
You will not get a bill from Goldman Sachs for a card issued by Bank of America. Those are two very separate companies. While you could add your BofA card to your wallet, it is not tied to your Apple Card. The tap to pay / contactless symbol is on many cards that allow contactless payments. There is no such thing as an Apple Pay statement. As you showed earlier, you're getting an Apple Card statement for charges made to your Apple Card.
Your Apple Card statement is ready. Then how come I get emails to pay my account???

Like I said I do have an Apple iMac and use to purchase with Apple Card online.
That's ok- I don't need their card since I can use my BOA credit card- which is tied to Apple Pay. And I can buy online. maybe I am paying as ghost=. LOL
