Updating an iPhone without WiFi:

Use a Computer and Ethernet:

Start with attempting an update through use of a computer: Update your iPhone Using a Computer - User Tip. If WiFi will not work on your computer, while trying to perform the update, then try connecting, using Ethernet. If no Ethernet port, try this adapter: The Belkin USB-C to Gigabit Ethernet Adapter - Apple

You can update your iPhone using cellular data if you have a 5G connection. You should see that as an option if you go to Settings/General/Software Update.
