Why is Siri serving me location-based ads from an app I do not have?

The Siri Suggestions tab of the Smart Stack on my homepage is now serving me location-based ads for Uber Eats. I uninstalled Uber Eats immediately after seeing this garbage on my phone. This has had no impact on the recommendations, which I did not opt in to. Why would Apple allow an uninstalled app to use my location? What horrible series of decisions made this the default behaviour? And how do I turn it off?

The information I provided was clear, using Apple’s specific terms for UI elements. Apple is providing me with promoted ads for Uber Eats, an app I do not have installed. Here’s a screenshot of the UI elements I mentioned:
