This is precisely the scenario for which your AppleID’s “Trusted Numbers” are intended.

See how to have your necessary 2FA Verification Code sent to your Trusted Numbers here:

(assuming of course that you did set them up)

Specifically the section, “Get a text or phone call”

Upon re-read … w/o knowing your AppleID password, there is NO MEANS available to quickly regain access to your personal iCloud account …

… even if you DID have accessible Trusted Numbers configured.

Going forward …

There are 3 key pieces of info which you must know to regularly use devices and to make Apple’s security and lost device locating system system (FindMy) work FOR you:

  • Device Passcode (or Password on a Mac)
  • AppleID
  • AppleID Password

Lastly, you need to carefully read, digest, and understand the info contained in this article:

Re: “… What if he doesn’t have someone he trusts with all of that personal data … “

He’s not trusting anyone else with any data.

A trusted number is a voice or SMS phone number to which he has direct or indirect access.

To use, he has to FIRST “partially log in” with his AppleID and Password … then he has to manually select to which ONE of his mostly obscured trusted numbers he desires Apple to either “Voice Call” or “SMS” the 6-digit code.

It ONLY sends the code to the ONE number he selects … NOT to “All Trusted Numbers at once”

Suggest you carefully re-read the section highlighted.

Your Trusted Numbers are phone numbers OTHER than your own devices.

(Your iPhone and iPad are Trusted Devices and already receive your codes)

IF you’ve not setup Trusted Numbers which are “accessible” in your present situation …

… you will NOT be able to gain access to your personal iCloud until you regain access to your own Trusted Devices.

The OP (who may be a he, she or they) doesn't have to trust anyone else with their data. I use as my additional trusted numbers my work number and my Google Voice number. Yes, it could be a friend or family member's number but, even if it is, that family member would also need the username and passcode. The 2FA code, by itself, doesn't get you into anything.
