Do you have an active Office 365 subscription?
For iPad devices with a screen larger than 10.1”, the MS App’s require an active Microsoft 365 Subscription. With an active subscription, you will simply need to sign-in to your Microsoft 365 Account from any of Microsoft Office suite of Apps. If you don’t have an active O365 subscription, functionality is limited to opening and reviewing existing documents.
