ethernet transfer speed between my mac mini and NAS averages at 40mbps file transfer speed, same file transfered from my M1 macbookpro tp NAS approx. 4mbps file transfer speed. why is the service via wifi so poor?

You may want to investigate the WiFi connection since a lot of things can cause poor or slow wireless speeds such as poor WiFi signal (RSSI), or excessive Noise, connecting with a different wireless protocol which only has slower transfers, some local appliance is causing disruption of the signal sometimes even including USB3 devices.
With macOS, even software issues on the computer can cause slow transfers even if the computer is otherwise running smoothly.
You definitely need to determine if the slow speeds are due to this one computer, if there is a wireless issue at your location (reboot the router sometimes can help), or is their an issue with the SMB connection to your NAS with this one computer/OS? Are you using any anti-virus apps, cleaning/optimizer apps, or third party security software which is interfering with the normal operation of macOS?
@steve626 is correct in testing the WiFi connection from the Mini to compare. Testing the laptop with a wired Ethernet connection may also prove useful as well. And test the laptop while booted into Safe Mode. Are both Macs running the same OS...different versions of macOS can behave differently.
Edit: I have also seen a lot of people report issues with SMB connections on these forums, but don't recall specifics right now.

Have you tried WiFi with your Mac Mini to compare? Is WiFi faster on other devices? Where are the Mac Mini and MacBook Pro relative to the router? WiFi often performs slower when there is distance (10 or 20 feet even) from the WiFi router, and WiFi can be affected by interference from other WiFi networks, microwaves, other electronics, etc.
