If you have an add-on first-few-hops VPN client app, remove it, restart the Mac, and test DHCP again.
If that fails…
Add a new location in the Mac Wi-Fi settings, switch to that, and see if that allows the Mac to acquire DHCP.

Your router is not providing an IP address from to your Mac.
In the Wi-Fi System Settings, Details button, do you have Using DHCP set in the TCP/IP settings.
Do you have any proxies enabled? You would normally not.
Does your router have any blacklist settings that might have been enabled. Or, maybe a whitelist that your Mac has not been entered?

It's actually a computer of sorts and they do get "confused" every now and then. Restarting the router is a standard means of correcting some of its temporary issues.

I can confirm our old router would not let my wife's iPad connect. After doing all sorts of troubleshooting, I finally set up the standby router. That was three months ago and her iPad has been connecting successfully ever since. All other devices, 10 in all, were able to connect normally to the old router.
Coincidence? Maybe so, but the new router fixed the problem and that was that.
I was able to enable the pull-down menu for Configure iPV4. What should it be instead of Using DHCP?
That's what it should be.
I don't know if this will work, but find the Locations in the Network System Preferences and Edit the list. Duplicate Automatic and switch to that.

Had you ever just restarted before? That's a pretty common fix for many a weirdness. If you did, then clearing the network settings by switching locations might have needed a restart to take effect.
Have you tried restarting your router?
Confirm you are connected to the Wi-Fi network?
Do you have an ethernet cable and port you can connect your Mac to the router?
I searched for TCP\IP on the Mac and found some more details.
I don't have any proxies enabled. However, under "Bypass proxy setting for these Hosts & Domains:" It says:
*.local, 169.254/16
Under TCP/IP, "ConfigureIPv4:" there is a faint "UsingDHCP" and the pulldown arrows are also faint, so I don't appear to be able to change that.
I'm not seeing anything in my router settings for a blacklist or whitelist.

Hi Barney, I just couldn't understand why the router would need to be restarted if all other devices are connecting without a problem. Are you saying that the router could effect only my Mac and nothing else?

When you ask about w-fi system settings, are you talking about settings in the Mac Network settings or system settings in the router? I'm not seeing "Wi-Fi System Settings" in either. Sorry, I'm really a novice at this.

You should be looking at the Wi-Fi System Preferences. I can't remember how you get to the details so you can see the TCP/IP settings, but it sounds like you found them.
They should not be disabled. Makes me wonder if something has your settings managed.
Wow! I couldn't believe all of the locations! Included hotels from a trip to Morocco many, many years ago. Anyway, I deleted a bunch and the location is currently set at Automatic. I turned the wifi off and then on again, but I'm getting the same message and am not able to access the internet. I thank you for trying, though!
