Initial set up of iPhone 11 Max Pro

I purchased a refurbished iPhone 11 Pro Max from decluttr (an eBay seller with a 99.9% rating). It came with an IEMS number and was unlocked, looking brand new. I’ve charged it and now want to do an initial set up. Here’s what I get: hello in many languages, next stating English as preferred language, then on to select United States. Phone screen freezes up, no movement. Now, I’m not a tech person so if you deign to advise me, please keep it as simple but detailed as possible. Oh, additionally, my iPhone 6S+ (which I miss greatly) was misplaced on July 21. Apple has been notified and it has been placed on a ‘lost’ mode. I want to use the same number as on that phone and establish connectivity with my iPad.

Thank you for any help.

Regarding your misplaced iPhone, Apple does not accept notifications of lost or stolen phones and does not get involved in recovering them. You can put it in lost mode yourself by logging in to https://icloud.com/find. But if you gave your phone’s information to someone pretending to be Apple you may have been scammed.

If you force restart the phone and it again freezes up you bought a broken phone.
