It says iCloud storage is full and it won’t allow me to back up. The phone has 256 GB and it said the last backup was May 3 of 2023 and I just got the phone a week ago. so what is the problem?

What is your iCloud Plan? You should check your iCloud Storage, just to be certain that you have enough empty space remaining. Go here: Check your iCloud storage on iCloud.com - Apple Support
Troubleshooting iPhone Storage:
Just because you upgraded your iCloud plan, does not mean you have upgraded your internal storage. Internal storage is what it is.
