New iPad Air with Apple logo setup icon for over an hour. Hard reset not working.

I received my new iPad Air in the mail today. While trying to set it up with my Apple ID using the image on my phone. Everything was fine until it restarted with the Apple icon with a progress bar on the screen. It progressed until the bar was completely full but stayed in that position for over an hour. I have completed a "hard" reset (volume buttons/power button) 3 times with no luck. One of those resets was with iPad plugged into my Macbook with still no luck. Still has a white screen with a black Apple icon with a full progress bar beneath (has been at this stage for over an hour with each restart).

If your iPad is unresponsive, connect your iPad to its Power Adapter and allow the iPad to charge. Then, while still connected to external power, try a forced-restart:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

Force restart iPad (models with the Home button)

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

If iPad still doesn’t turn on, or if it gets stuck during start up, see the Apple Support article If your iPhone, iPad, or iPod touch won’t turn on or is frozen. Or if your iPad isn’t working correctly after you restart it, see the iPad Support website.

If you continue to experience difficulties, you may need to restore your iPad to factory settings:
