Yes, Apple Pay can be used without communications other than NFC.
That mode of operation is entirely normal for any Apple Watch without cellular, as Watch isn’t joining a store Wi-Fi.
Communications here are entirely NFC.
It is the reader that will typically have communications to verify and record the transaction; cellular, satellite, or terrestrial links.
