I had a what would you call it a stock reply , I spent an hour on the phone talking with an apple advisor , who could do nothing ,this is how I see things , if someone gains access to your account and changes your security questions ,you nolonger own that account and apple can or won't do anything about it ,I went through every option with the apple employee, I even let him take over my screen and after all that the best option was delete Apple TV reset it up with a different account and let them have the one they stole and he put the phone down ,so the reply of me spending more time and then still not get into my account because you can change your password as much as you want but without the right answer to a security question your account is gone and apple unlike every other company are not willing to help you get it back

They are willing to help you get it back, you just have to be able to prove to them you are the owner of the account and not just a hacker who is making all of this up and trying to get access to the account you say is yours. They are responsible for making sure your account is secure and if you spent an hour on the phone with them then I am guessing you were not able to convince them you are the account owner. It is unfortunate but security works both ways.

Note that for several years now Apple has been encouraging users to switch to the more secure two factor authentication method instead of security questions.
