When people are calling me and I don’t answer, the phone will ring an appropriate number of times but then it gives busy signal not my voicemail. It was previously working but caller advised me of this today and when I checked last vm I received was on 6/9/23! (And I have deleted all deleted vm’s too and that didn’t resolve issue!)
There aren't any settings you can really change for voicemail, that's all managed by your cellular carrier.

Getting Voicemail to Work as Intended:
Install Carrier Updates.
