How do I restore an old phone backup?

Four Things to Try:

A. Start here: If you're Missing Photos or Videos in the Photos app - Apple Support

B. Check iCloud, Directly:

For Photos: Go here, and see if they reside in iCloud: https://www.icloud.com/photos

C. Restore your iPhone from a Backup:

Have any backups of this iPhone prior to this occurrence? If so, restore your iPhone from one that has these photos (the most recent backup, ideally). If not, then take this as a learning experience, knowing to always back up your device for recovery purposes. Important: Back up you iPhone prior to performing this restoration, should anything go wrong from here on out.

First did you back up to iCloud or to a Mac or PC prior to cleaning or erasing your iPhone? If so, simply log into your new phone with the same Apple ID. If your device is already erased then you can simply start from the Hello screen and during the setup, when you put your Apple ID and password in it will ask you if you want to restore from a backup.

To use backups you can only do this from an erased state. So you would have to erase your phone first to be able to restore it from a backup. I would only advise this if you are sure you had a backup already prior to the erase.

I wouldn't advise erasing anything if you didn't have a backup already in place. If that is the case I would advise backing up going forward to keep your data safe. See this: Back up iPhone - Apple Support

Recovering Deleted Photos Using Restore:

Restore from Today's Backup:

Restore your iPhone from a backup of it that contains these photos, and you could recover them. It needs to be of the same iOS version. So, if you have no such backup, then take this as a learning experience, knowing to always create a backup every-so-often of your device. That way, you can have something to restore it from, for instances such as this.
