To unlock an Apple ID you need to reset the password. IF you click on "unlock account" it will try to have you reset the password.
This all depends on what type of security your Apple ID has. If it's Two factor authentication then you need to be either already signed into a trusted device or be using an active trusted number. If you don't have access to either of those then you'll have to do account recovery where you go to iforgot.apple.com to start the process. To do account recovery you at least need to know your Apple ID and your trusted number to verify.

If you created a new Apple ID then your data from your old Apple ID won’t come up. Data is specifically associated with only the Apple ID you saved the data under. What you are describing is normal behavior.
What happens when you click on “Unlock account” and follow the steps it walks you thru?

It happens (Not valid id or no have account)
so i created new id this same apple id and it work as a same old id But data not come
