Order of Flags in Mail Changed a Few Years Ago and It's Driving Me Crazy

I am running macOS Ventura version 13.4.1. I continue to use Mail as my primary mail client and generally like it. HOWEVER, a couple of years ago I found that the Flag system was "broken." Specifically, the order of the flags has changed (listed in order of priority in the pull-down menu as Orange, Red, Purple, Blue, Yellow, Green, Gray) but in actuality the order of priority when sorted in a mailbox as Red, Orange, Yellow, Green, Blue, Purple, Gray.

Is there a way to reorder the pull-down menu to reflect the "correct" sorting priority? Inquiring minds want to know.
