Used my phone to pay for groceries. Normally, the phone uses cards in order I've installed. This time used Apple Cash, depleted the funds to zero so had to pay with different physical card to complete my purchase. Never happened before.
After that, Apple Cash came up exclusively, and would not let me add cash, even though I have a debit card on my list of payment options.
Removed Apple Cash. Now, can't use the phone to pay. Please help.

It’s a relatively easy fix. You’ll need to follow the steps in this support article. Each card will need to be added again and reverified. You won’t need to enter all the card data, just the 3 or 4 digit CVV security code.
Making the appointment may still be easier for you though.

Do the cards appear in your Wallet app on your iPhone? Have you logged out of your Apple ID in the last day or two?
My cards are there. I’ve done so many things to try to fix so I may have signed out and back in with my Apple ID.
I’ve created a real mess now. Got an Apple account card which I don’t want and don’t intend to use.
Think it’s time to make a genius appointment.
When you at the contact terminal, do your cards automatically pop up or do you have to double click the side button?
I’ve always double clicked the side button. Now if I do that, the screen is blank.
