I shared my Apple ID with my daughter when she first got an Iphone, we never created her own Apple ID. How do we create her another Apple ID without losing data, photos, etc.

Apple ID's are not meant to be shared. If you're using iCloud Photos she will lose pictures that she has not downloaded to her device when swithcing apples ID's
