WatchOS Maps directions getting stuck on "Merge" instruction

When using directions via Maps on my iPhone and viewing them on my watch when driving, instructions to merge onto a highway (or similar) do not transition to the next 'actual' instruction. For example, the direction will say, "Merge onto I-405 in 15 mi" and should quickly resolve to "Take Exit 17 in 14.6 mi" once the merge is complete. However, it continues to say "Merge [...]" until the subsequent instruction has finished (after which I may have missed my turn). Maps on the phone is correct and is presumably streaming instruction to the watch, so it's unclear why this is happening. This error did not happen as recently as a week ago. Other directions seem unaffected.

I have reset my watch (and not used a backup) in an effort to resolve the issue, but it persists.
