Should your iPhone require action to resolve an "Activation Lock"

that differs from a carrier lock. This usually due to failed attempts

to enter correct passcode, or related causes.


"If you don’t want to switch carriers, and your device is locked because

you forgot the passcode, you don’t need to use steps in above 'related article'.

So,  Learn how to reset your passcode."

If you see an iPhone or iPad unavailable message or Security Lockout screen - Apple Support

For older devices, near or past natural end-of-life cycles; a good

idea may be, have passcodes [& their like] written down on paper.


A regional or local Apple Authorized service provider, or fix-it shop

that could repair old or newer cell phones, may be all you can find.

..This may also be your cellular carrier, in some global locations..


Or more generally try to use Find Locations to find service sources.
