Hi ive been over charges in Apple Pay and lost my new phone that’s not my biggest concern I need a back up on my photos and numbers

lost phone with icloud backup expired last month just lost my iphone 13. was on vacation for 3 weeks and did not pay my backup upgrade fee yet... yes needed to get more icloud storage. can the phone be backed up now if I pay for the increased storage? phone may still have power - dropped it in a sewer and it is wet... very sad
