Apple Notes~Embedding a hyperlink to one note inside another note

Trying to migrate from a third party note app to Apple Notes. The app I am using has a Table of contents feature that will embed hyperlinks for selected notes into one note.

While I would love it to be automated as above, I would happy with being able with manually creating a hyperlink to one note within another.

Doesn't seem possible in Ventura (v13.4.1). Info on doing this with IOS (v16.6 on all devices) is abundant, but it doesn't work for me on either platform.

How is it done?
