Contacts are usually saved under an account. Here are some resources that can help depending on your situation.

iCloud account:

Are these iCloud Contacts you are trying to get to your PC? If so, you can either find your contacts using a web browser to access iCloud.com or if you are using Outlook, you can transfer them there. For steps on how to do this, see either "Set up iCloud for Contacts on your Windows computer" or "Use Contacts on iCloud.com" in Set up iCloud for Contacts on all your devices.

Other accounts:

To check if you are using other accounts for Contacts on your iPhone, check Settings > Contacts > Accounts. You will see Contacts under any account that has this feature on.
