As described, the iPad has already been setup by someone else. Immediately return the iPad to the retailer for exchange or refund.

If the iPad is locked with an unknown Passcode, is disabled or Activation Locked, the iPad is (and will remain) useless to you without the assistance of whoever setup the iPad.

From where did you purchase the iPad? If Apple then I would return it.

How far did you reach in setting the device up? Have you reached the point where you can restore from iCloud? If you have another Apple device have you tried the passcode for that?

If the passcode shows on first startup before reaching language & Apple ID/Password then it isn’t new. It may be a customer return which hasn’t been inspected.
