Specifics of "Keyboard Service Program for MacBook, MacBook Air, and MacBook Pro"

I am wondering if I could bring in my Macbook Pro 13 Inch 2019 (Two Thunderbolt 3 ports) to the Apple store to get the keyboard replaced even if it isn't currently showing any issues. The keys do feel "sticky" but then some time passes and they keys loosen up and respond normally.

This program covers eligible MacBook, MacBook Air, and MacBook Pro models for 4 years after the first retail sale of the unit.
