Can I refund my suica
I have suica funds that I couldn’t use because I lost my phone in Japan. Is there a way I can transfer it?
If you lost the iPhone mark you first need to mark it as lost:
If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support
This will remotely remove Suica and other Wallet items from the lost device.
After you get a replacement iPhone, login using the same Apple ID used for originally adding the Suica.
Re-add Suica using the steps in
Add a Suica, PASMO, or ICOCA card to Apple Wallet - Apple Support
"To move your Suica, PASMO, or ICOCA card to a new iPhone"
The Suica is attached to your Apple ID, you cannot transfer it or the funds to another Apple ID.
