Cannot see remembered networks from keychain in Network Preferences and occasionally forgets wifi passwords

Unlike on my iPad, Mac mini and MacBook Air, my most recently purchased MacBookPro9,2 (13-inch, Mid 2012) running Catalina, cannot see remembered networks from keychain in Network Preferences, Advanced.

I am logged in with my Apple ID and can see the wifi network entries under "Keychain access"

Also, every few days it forgets wifi passwords. Even though I have selected "Remember networks this computer has joined.

Any suggestions on how to rectify? I have tried logging out of my Apple ID and back in again, to no avail.
