I can't open my localhost files with macOS Ventura 13.5

After I did the upgrade to macOS Ventura 13.5 I suddenly couldn't access my localhost files anymore.

Everytime I try:

curl localhost:8080

I got:

curl: (28) Failed to connect to localhost port 8080 after 75006 ms: Couldn't connect to server

I use nginx, so I looked for a solution in the nginx.conf files.

I found nothing, tried a lot of things, unsinstall and install nginx back again, and finally try to use nginx in a docker.

But I still got the same problem and concluded that it was coming from my OS.

I found some guys complaining for the same issue in stack overflow but with no answer.

Please help.
