Cloning Macintosh HD

Is it impossible to clone your internal ssd drive to external disc on M1 macbook pro? it shows an error when restoring to external disc. so this means it is no longer possible to create bootable clones in Disk Utility and Time Machine is the only built-in option for backup now?

You have never been able to use Disk Utility to RELIABLY make a bootable copy of MacOS. In recent versions of MacOS, the system volume is sealed with a cryptographic key, and cannot be replicated and work.

Install MacOS separately, then copy the 'ordinary' files you want to include.

Or use third-party Apps like CarbonCopyCloner or SuperDuper!
